Upload meet backgrounds to public MinIO bucket with hash-based naming

Was uploading to private 'imaging-meet-recordings' bucket via **************** which caused: - MinIO region mismatch errors on the primary node - Connection timeouts to fallback nodes - 500 error on every upload attempt Now uses the 'public' bucket with SHA-256 hash filenames and theme-domain URLs, matching the ThemeBackgroundController pattern.
