The timecard widget's rights mirror moves under MANAGE_TIMECARDS, so all five widgets have one shape. The availability-hook machinery is removed with it — useAvailable on the definition, the per-widget hook loop in the resolver, and the timecard enrollment hook it was built for. A widget is decided by its five rights and the org's app flag; where it sits on the page is decided on the member's own widgets page. There is no third place.
