DecisionSpine.record() now stamps StewardTask.assignedMemberId from the StewardAssigner when a routed decision carries the loan's jurisdiction: - DecisionRequest gains optional subjectStateCode (ISO-3166-2) + actType (LicensedActType). When both present AND a StewardAssigner bean exists (mlos.legal.enabled), the routed task is assigned to a steward licensed in that state for that act; otherwise it opens unassigned (a steward claims it). - StewardAssigner injected as an OPTIONAL Docstor via ObjectProvider, so a spine running without mlos.legal.enabled is unaffected. Back-compat 6-arg constructor retained — the 4 existing DecisionSpineTest pass unchanged. 29 mlos tests green (DecisionSpine 5, StewardAssigner 5, LegalRegistry 9, ComplianceTimer 10). Code-only — no schema change, no KamoInitializer run.
