Replace literal single-line Tooltip title strings with tCommon("actions.*") or tCommon("tooltips.*"), merge keys into messages/en.json, and fix nested components that needed their own useTranslations("common") hooks. Adds a codemod script for future waves and fixes BranchSetupManager multiline tooltip.
