UserAccountEditPolicy took a third constructor argument and this test still built it with two, so test-compile failed — and CI runs `mvn package -DskipTests`, which skips running tests but still compiles them. A real GodAccountGuard over the same mocked repositories rather than a stub, for the reason the comment beside it already gives about the policy: a stubbed guard would leave these cases asserting what they were told. The mocked UserRepository answers empty for the target, so it is not a god and the MANAGE_USERS case still reaches PLATFORM_ADMIN.
