The last exchange surface with no screen, and the one that decides whether the connection produces anything at all. A held match is another practice saying one of their patients is one of ours, with our matcher unwilling to commit — cross-organization matching is materially harder than matching inside one practice, so the conservative threshold leaves real matches waiting. Unworked, every query about that person answers "we do not have them", and a practice concludes the network is broken rather than that nobody has been through the queue. Confirming asks what the reviewer checked, and rejecting asks why. A wrong confirmation discloses one person's record to another, and "confirmed by J. Smith" with no reason is not something a later review can weigh. The evidence the matcher recorded is shown beside the decision, because otherwise a reviewer is being asked to say two records are the same person on the strength of a percentage.
