A charter item's tool is behavior; its grant provenance is not

CharterItem gained toolName and the standing-permission provenance (53e6e2cd6), so the compile-time check that every field is listed failed the build. toolName decides what an APPROVAL item does (shared-lib's fingerprint and identity key read it), so it is a behavior field and part of the item's identity; the granted_* fields are read-only provenance, like origin.
