Member chat and the public widget routed TEXT_GENERATION only and attached tools afterwards, so gpt-6-luna (TOOL_CALLING FAILED) took every tool-bearing - The turn's tools (Tool Plane tools the policy allows, the hand-off tool) are worked out before routing; when there are any, MemberChatRouter resolves with TOOL_CALLING, so a FAILED or missing claim (or, for an AI member, an unverified one) never gets them. When no model qualifies, the turn is routed as before and offers no tools. - CapabilityWriter.derive: an enabled but FAILED TOOL_CALLING sets supports_tool_use false; ProbePersister re-derives after a TOOL_CALLING verdict, so a re-probe that passes turns it back on.
