SP98-A-11. The outreach gate returned right after consent when the contact had no state row, so a cold first touch skipped quiet hours (and the touch budget): a first email could go out at 3 a.m. where the business is. The no-state contact now runs every check that does not read the state row, in the same evidentiary order (opt-out, org list, consent, touch budget, quiet hours); human engaged, stand-down and cooling-off have nothing to say without one. Its quiet hours are judged in the organization's zone, since the contact's is unknown. Tests pass a fixed time: the gate's own now, and the service's clock for the member path (including the existing new-contact test, which read the wall clock).
