A create Arive refused offers Resend at once, with Arive's reason

When the Create Loan Zap reports loan_create_failed the server keeps Arive's reason as the link's error and clears its pending clock. The header no longer spins on 'Waiting for Arive' for such a lead: it shows Resend (tooltip: the reason) beside the sync-problem chip, and skips the duplicate-loan warning — nothing exists in Arive to duplicate. The spec records why the post-back is required: Arive fires no new_loan for a loan created through its API.
