Two screens turned a fetch failure into an empty result, which on a chart is not a neutral outcome — it is an assertion. The trend graph caught an error and set an empty series, so a measurement history that could not be loaded read as "this patient has no measurements". The care-gap list did the same on BOTH a non-ok response and an exception, so a query that failed read as "nobody is overdue" — and that is a statement a practice acts on by stopping chasing people. Both now distinguish the two, and both say so in as many words: "this isn't none recorded" and "don't read this as nobody". It is the same distinction the exchange network needed between "they have nothing" and "we could not ask", and the same reason: an absence somebody trusts has to have been established. PatientCommsPanel keeps its silent catch deliberately — the timeline beneath it reports the same outage, and a second banner over one failure tells the reader nothing new. Its comment already said so.
