A group you can put people on and pay for

Creating a group produced a name and nothing else — no way to add anyone, no way for its manager to choose a plan, nowhere to pay. Opening a group now shows who pays, who is on it, who is still waiting for a seat, and the plan controls that buy those seats. Creating one asks who pays, using the canonical member picker. It used to send the organization's account uid, which is exactly why every group was billed to the organization; the payer is now resolved server-side from the manager and accountUid is no longer on the wire at all. The roster distinguishes having a seat from waiting for one. A manager who puts eight people on five seats is told three colleagues have no access rather than finding out from them.
