VOIPService and ComputeService answer any path they do not serve from their session layer with 401, so Ava's EXTENSION and WORKSTATION steps went FAILED before SP13 and SP11 ship their routes, and would have needed a person to press Retry afterwards. An owner's KamoAI guard answers a wrong secret with 403 and a blank one with 503 (master 7.13), so a 401 can only mean the route is not open yet: WAITING and retried, like a 404 (master 6.2). A 403 stays FAILED.
