A hot reassign always carries its call note; the note-less menu path is gone

Hot Reassign now makes one call: the note travels in the body of mark-reassignment, where SecurityService writes it and the mark together and refuses the mark without it. The lead's More-menu item opens the same dialog instead of marking with no note. The BFF route forwards the body, and an empty one as {}, so the server's CALL_NOTE_REQUIRED reaches the dialog. A source guard keeps the endpoint to the helper and its route.
