Pins ReportScopeResolver's reporting-line scope (the resolver change that precedes this commit): a president above a manager stays out of the manager's scope, peers never see each other, a manager sees their reports' reports, a member sees only themselves, Manage the Call Floor alone widens nothing, the org owner sees everyone, and an unreadable graph leaves SELF. Landing it also rebuilds SecurityService against shared-lib's new Floor Activity report.
