i18n/request.ts and message-locales.ts imported messages/<locale>.json bare, so a build made while the dictionary had no file for a locale turned that locale's pages into a 500 (and its sitemap check into a crash). kamo-careers, kamo-apps, kamo-iot, kamo-internal, MLOS and sign-pink already fall back to English for exactly this case; the dictionary is being emptied of every non-English locale to be rebuilt from English, so this one must too. A locale with no file now merges onto English, and namespaceLocales counts it as translated into nothing, so its pages canonicalise to English and stay out of the sitemap until the translation lands.
