Reapplies 960331f, reverted in 5d70873 on the wrong suspicion: the RTP loss seen right after that deploy was fail2ban's ban on 47.181.8.84 (fixed in the previous commit), not the timeout. livekit-sip ends a call after media_timeout without RTP, 15 s by default, and Jigasi sends a meeting's AI leg no RTP while every participant is muted: the AI left each quiet meeting about 25 s after the last sound (SP14 Task 31). The companion leaves a silent meeting after 15 minutes; this is only the backstop.
