A relay that never signs in counts as a configured bulk sender

/marketing/email let an organization send campaigns only once its bulk provider had a stored password. The platform relay listens on port 25 with no TLS and no sign-in, so it never has one, and organizations on it were sent to "Connect a bulk email sender" with a working sender already in place. A password is now required only when the connection signs in.
