A staff vendor-document upload files under the requirement's document type

ImageService refuses a LOAN image without an ImgDocType, and uploadLoanDocument passed none (the doc type's name went into the description), so every staff vendor-document upload failed. The upload now carries the requirement's own type (same org, same loan), else the org's catalog type for an explicit docType, and refuses plainly with a 400, storing nothing, when neither exists.
