Member chat streams through the adapter itself, outside ProviderCallExecutor, so it had no ParameterFallback. Since SP99-T12 every Hugging Face stream asks for stream_options.include_usage, and a model behind the router that refused the ask failed every streamed member turn on it (a saved [ERROR]) where it used to stream with estimated usage. A round's stream is now made once more without the refused parameter, as the executor makes its own: only before the stream's first event (no text is sent twice), once per round, and the fix is kept for the turn's later rounds.
