ALTER rather than folded into the CREATE, because the table already exists everywhere this has reached. DEFAULT 0 is BUG, which is what every row filed before the distinction existed was. No CHECK constraint, for the same reason as status: the enum can grow. Applied to yb-tserver:5433 by hand as well, since this service has no CI.
