Telnyx reported every ProviderException as REJECTED, and its client wraps a timeout in that type, so a timed-out text read as not sent and a stream's retry could send it again: the flaw M8 fixed for JustCall. UNCONFIRMED is the new answer for a request that left Kamo with no reply: a timeout, a 5xx, or a reply that can't be read. It is never retryable, streams stop on it, and it says we can't tell, where RingCentral, KamoPBX, JustCall's fallback, the bulk rail and the gateway all said the text was not sent and to try again.
