A transcript download answers 409 NOT_READY while the transcript is still being written

M7's errors are M6's plus INVALID_FORMAT (spec 4.4.1). A PENDING or TRANSCRIBING transcript answered 200 with an empty body for vtt and txt; it now answers 409 NOT_READY, and an unknown format is 400 INVALID_FORMAT before that, since asking again later cannot fix it.
