A work order's invoice — create it, read it, open its PDF, record payments

ServiceJobInvoiceController, under **************** relays to InvoicingService's CommerceInvoice (issue-from-job, payments, PDF). Rights are the work order's: creating the invoice replaces the old Mark Invoiced status change (MANAGE_SERVICE_WORK); reading is VIEW_SERVICE_WORK. Org and actor come from the session only, and every invoice read by uid is checked to name this job, so a work order page can never open another job's invoice. Nothing is sent to the customer.
