Add 30s polling fallback for real-time email updates when WebSocket is unavailable

The WebSocket connection silently fails after 3 retries, leaving the UI permanently stale. This adds a 30-second polling interval as a reliable fallback across all email components: - MailButton: polls unread count + listens for email:folder-changed events - FolderSidebar: polls folder list with unread counts - MessageBrowser: polls current folder message list - ConversationListView: polls conversation list WebSocket notifications still trigger immediate refreshes when available.
