Add a per-org primary application, and an APPLY domain alias

LeadVendorProduct gains isPrimaryApplication: at most one published application per org is "primary" and is the one kamo-apps renders at the root of the org's application site instead of at /loan/mortgage/{productId}. Publishing an org's first-ever application defaults it to primary; retiring the primary one clears the flag. Also add APPLY to DomainAliasType. Without it, OrgResolutionService.byHost treated apply.<tenant domain> as "the org aliased apply" instead of the platform's apply alias for that tenant, so a lender's own domain never resolved through any apply.* lookup at all.
