Per-member OAuth token keyed (memberId, provider, instanceId) backing extension-scoped RingCentral operations — softphone sip-provision plus the member's personal call log / voicemail / presence. Distinct from the org/instance OrgOAuthToken (account-scoped). Requires a KamoInitializer run to create ****************
