Add note embedding support to RAG pipeline

Add NoteEventConsumer for NOTE_EVENTS NATS stream and NoteEmbeddingPipelineService for processing notes. Update Qdrant to store sourceType, memberId, noteId. Search now returns both KB articles and member-specific notes with proper access filtering.
