Add progress service and endpoints behind the Getting Started wizard

Org-scoped GET/PUT/DELETE under /api/security/org-setup-wizard track which of the nine Getting Started steps an organization has completed. A read never creates a row, and completedAt is a stored latch set once when the last outstanding step lands - it survives both un-completing a step and the step list growing later, so a finished organization's launchpad button never reappears.
