POST **************** **************** moves an adopted requirement to the newest preset edition (wording and switches; the org's enabled/audience kept) and its org-local package to the newest package edition - a new binder swapped into the SAME package and published as its next version, so existing assignments stay on theirs. Already current = {upToDate:true}, nothing written. Org-authored = 409. Matrix cells gain assignmentUid (the live own-copy upload, else the package assignment), plus packageAssignmentUid / uploadAssignmentUid, for 'Review It'. Additive.
