AI auto-tag + caption UI; provider cost-tier/vision settings (P3)

Settings → AI → Providers: each provider gains a Cost tier (Light/Medium/Heavy) select and a Supports vision toggle (+ list chips). Materials drawer: 'Suggest tags with AI' (accept chips to apply) and 'Generate description with AI' — both call the org's own configured providers via MediaService→AIService; fail-closed with a clear message when no vision provider is set up.
