Allow-list countries on the geo-blocking card

The card could only deny countries, so an org that serves one country had to enumerate every other one. It now has both lists: a mode toggle picks which list the chosen country lands on, and the two tables sit side by side. An empty allow list permits everything not blocked; a non-empty one denies every country absent from it. That reversal is drastic enough to state on the card rather than leave to be discovered, so the notice above the tables says which regime is in force. The unique (org, country) constraint keeps a country on exactly one list, which would make re-adding it to the other one fail, so each row carries a move action that flips it via PUT instead.
