An org that chose Google Workspace (or another third-party provider) but left it at PENDING_SETUP, or switched it off, can never produce the AI's mailbox, so the MAILBOX step waited forever and RUNTIME_ENROLL never ran: the AI never appeared on the roster. Such an org now answers NOT_APPLICABLE **************** the hire skips the step and the AI works without email until an admin connects the provider.
