**************** refuses isOrganizationOwner=true for an ARTIFICIAL target. The owner flag grants every platform right in the top-level organization and opens owner-only finance and account-transfer paths in every tenant, which the AI never-grantable floor cannot reach. Demoting an AI owner stays allowed (it is the repair).
