V12 (PUT **************** no longer refuses an AI line with 409 AI_LINE. A new AI line starts as the phone server's setting for new extensions says (SP93-T5-1), and that setting is read only when the line is created, so an AI hired while it was off had no way to call outside short of being retired and re-hired. NOT_FREE_PBX still applies. Ruling SP93-F-1.
