An AI member's own chat session routes, budgets and meters as actor AI

Member chat (/api/ai/sessions/**, /ws/ai-chat) routed every member as HUMAN, so an AI member's session (its SP11 workstation browser) reached UNVERIFIED models, skipped BudgetGuard and was metered HUMAN, outside its AI budget and alerts. MemberChatRouter now asks MemberFactsCache whether the member is ARTIFICIAL and, for an AI, routes as actor AI (VERIFIED only), checks the budget before the call (an [ERROR] refusal), meters actor AI and evaluates the budget alerts after the call.
