An approval card sends every parameter its phrase names

next-intl refuses an ICU select or plural with no value, so a phrase about an argument the SI left out (a contact with no formatted name, a new document category) fell back to its key in the web app. Every name the phrase uses is now sent (no, 0 or nothing by default), and a decision-only request's details are said once, under Why.
