SP98-K-1 (SP05 final review M1): SP10 re-executes an approved action under the run id that asked for it. A run that worked on to its maxToolCallsPerRun answered every re-execution of its approvals with LIMIT_REACHED, and SP10 failed them. A write that names an approval on its key is now counted once the key shows it will not run on that approval: a verified approval (original or edited key) and an answered entry are never counted; an approval id on a fresh key it does not cover is counted like any call. SP98-K-6 (ledger sp05 Task 28): notifications_mark_read's dry run named the single-id path even for all:true. A planner may now name the path a dry run reports (ToolPlan.WOULD_CALL_PATH); mark-read names read-all.
