Answer "is this sellable" from the app catalog, not the enum

Availability became operator-editable at runtime, so deriving it from ServiceType.getStage() meant publishing MLOS in Apps and Features left it invisible on the Plans and Billing tab, and withdrawing an app left it on sale there. Same edit 61755c8 applied to POSController; this was the last reader still asking the enum.
