- a11y: WAI-ARIA arrow-key radio pattern (shared onRadioKey helper) for the verdict + run-purpose segmented controls (they were keyboard traps); focus returns to the trigger when the policy composer collapses and lands on Done after publish; recorded-verdict confirmation lives in the drawer (outside the Crossfade) so the trail refetch can't unmount it. - state: governance console split into feedback/policy reload tokens (recording feedback no longer remounts an open policy composer); policy refetches are background refreshes after first load; publish success panel stays readable - parent refetch deferred to dismissal; run composer refreshes the inventory on every dismissal path after a persisted run; composer now mounted in the empty-runs branch too. - UX/i18n: localized 409 concurrent-publish message + reload-grain recovery; ausGate/ausGateSource labels via next-intl with raw-code fallback; horizon '{d}d' and JSON placeholders translated; client validation mirrors the Java parsers exactly (no exponent notation, integer percentiles).
