Auto-enable all completed-stage apps for new orgs instead of hardcoded list

Replaces hardcoded feature list (which had duplicates and deprecated types) with a loop over all COMPLETED-stage, non-core, non-deprecated ServiceTypes. New apps are automatically included as they reach COMPLETED stage.
