One background slot per pod left three of the engine's four streams idle during a dictionary sync. Background callers (a wait above the 100-second default: the sync, the help-article sweep) now hold up to three per pod and are sent marked priority 'low', which the engine holds to three of its four streams, so a chat message always finds one free.
