The chat policy snapshot is itself a 60 s cache of member facts. Built from OrgGraphCache.get, it could start from a graph already up to 60 s old and keep it for another 60 s. OrgGraphCache.fresh reads the database as the snapshot is built, holding the worst case to spec 6.4's 60 s. Marketing tracking keeps reading the cached graph. Ruling CP02-T17-3.
