Cancelling a group's plan keeps its seats to the end of the paid period

Drops the immediate flag from the client entirely — there is no longer a way to ask for access to stop today, because there is no good reason to want one. The group panel now says what cancelling does before it is pressed, and says the plan is winding down afterwards rather than leaving the state ambiguous.
