ChatPolicySnapshotLoader loses its ChatPolicyFactsRepository constructor, the facts field, loadFacts, ancestry, managerChain, workLocationName and the str, lng and bool helpers only they used; ChatPolicyFactsRepository is deleted. Facts come from OrgGraph through MemberFactsFromGraph (master 6.2). The frozen LegacyMemberFactsReference stays in src/test for the identity test. Javadoc that named the removed methods now names that reference.
