Chat_send_file posts a text document DocsService typed octet-stream as text/plain (SITP TP13)

DocsService records Markdown, YAML, logs and other text without an ImageMimeType as application/octet-stream, which chat's attachment allow-list refuses. A document with a text extension is now posted as text/plain; every other type goes as DocsService recorded it.
