The per-quote snapshot of the org's quoteConversionBilling choice, so a quote keeps the terms it was raised under after an administrator changes the setting. Nullable — every existing row predates it, and null resolves to FIRST_PERIOD_PLUS_SETUP, the behaviour those quotes were sent under. @Order(0) for the usual reason: once shared-lib maps the column, any runner that loads Quote emits it in its SELECT, and a late-ordered migration never runs.
