Country alone was the only index on an 80,429-row table. Measured on production: city resolution (country + subdivision) index-scanned all 18,870 US rows to keep 984 for US+CA (138 ms), and the country picker sequential-scanned all 80,429 rows to return 251 (168 ms). Purely additive, idempotent, same 40001 retry as the sibling index migrations. Near-free on this table — it is replaced wholesale by the weekly GeoLite sync and never written on a request path.
