Member chat (CopilotMode.CHAT) no longer offers the Tool Plane's config_* pack; **************** lists only those for the configure assistant (CONFIGURE_AI), none without a session. MemberChatRouter.meter gains an overload naming the usage kind; the old signature meters CHAT.
