Confirming active military duty lets the loan continue with SCRA protections noted

- The Compliance review says what Confirm does for a military-status finding: "Confirm Active Duty — The Loan Continues With Protections Noted" (button, dialog and submit), in the org's theme color, not a stop. - A decided SCRA finding reads "Confirmed — Protections Noted" and shows the note put on the loan. Sanctions and fraud Confirm are unchanged (the loan stays held). - Vendor-order rows and chips show the vendor's catalog brand name ("DMDC SCRA Website"), never the raw key.
